What was the public process for these ballot measures?
The Charter Commission met every month, sometimes twice a month. Their normal meetings are on the 27th of every month.

How will this save us money?
Today, contacts can not be executed in a timely fashion. These changes that are being proposed allow the City to put down-payments on purchase orders.
Contracts can be signed faster, executed faster and the City will get better deals from vendors.
Are we eliminating majority vote for elected positions?
No, instead the proposal is to allow the process to turn into an instant run-off style of election. Run-off elections are time-consuming and costly. The current process leaves a significant amount of time between votes and dissuades people from participating in the electoral process.
What are maintenance projects and regular projects?
Maintenance projects fall under two categories: cost and replacement of existing infrastructure.
Capital Improvement Projects (CIP), are new infrastructure projects or projects that exceed the current thresholds of what is allowed under maintenance. This has not been updated since 1989.
Does the public still get to see these contracts and how do we ensure contracts are being awarded responsibly?
All contracts can only be approved by the City Council and the initial process to approve them does not change. What changes is the method the contract is executed. Now, the contract can be signed by the City Manager or Department head. A deposit for goods or service can be made now.
Will changing the Charter to gender neutral be expensive?
No, the work has already been done. The Charter commission has already gone through the entire Charter.
Every ballot measure includes gender neutral terms that are on the ballot. The cost of updating this is inherent to the voting process.
When was the last time contract amounts were updated?
1989. Since then, inflation has gone up significantly. The language now being proposed includes inflation adjusting time-tables.
Can anyone sign for contracts now?
No, signatures for contracts can only be delegated per the Council approval. The Mayor is still the primary signer of all contracts and the Council still has to vote to approve all contracts.
What is being changed for signatures?
Only the ability for the City Council to delegate the ability to sign contracts. This way, administrative signatures for contracts can happen quickly and during business hours.
Today, contracts get held up by waiting for the Mayor and Mayor pro tem to be available to sign. If this passes, the City Manager or Department head can sign for the contact.
Can the City Council update these amount at will?
No, the Charter Review Commission specifically set out guidelines: no more than once every five years and a maximum amount tied to the CPI.
